Politics

Every faction must have at least one ruler. If a faction does not have a head of state, then that faction is considered to be in a state of anarchy.

Republics, oligarchies, and diarchies can have two heads of state. Both heads of state share the burden of command.

All characters who are not slaves or prisoners get one vote.

If the form of government is a republic, oligarchy, or diarchy, then the two faction members who have the most votes become heads of state.

If the form of government is a monarchy, dynasty, or league, then the faction member who has the most votes becomes head of state.

If the vote is tied, then whoever registered first takes precedence.
